Procurement Centre of Excellence, Home Office
The Home Office Procurement Centre of Excellence (PCoE) was set up to provide shared procurement services to the Home Office Group and other government departments, such as Department for Transport, to make it easier for people to buy from who we want them to, in the way we want them to, to deliver maximum value for money.
From a standing start, the PCoE transformed itself from a PowerPoint concept design to operational benefit delivery within six months. The rate of recruitment has had to mirror our speed of growth and, to ensure delivery to our multiple customer base, there had to be a high level of staff interest and a commitment to achieving our demanding goals.
Among the achievements of PCoE have been:
• Achieving category management savings of £38m
• Reducing consultancy and contingent labour spend by 50 per cent
• Exceeding government prompt-payment targets of 80 per cent, by consistently hitting 86 per cent
• Delivering against the Coalition Government’s transparency obligations by extracting and publishing all items of spend above £25k across the Home Office Group
• Increasing SME growth for them to conduct business with us
• Achieving 34 per cent of address-able spend (benchmarked at £1bn) against a target of 29 per cent
• 11 of our staff successfully achieving their CIPS certificate of competence.
