Allenby/Connaught Project Team, Ministry of Justice
Project Allenby/Connaught (PAC) is the largest infrastructure PFI ever let by the MOD. Under this 35-year contract with Aspire Defence Ltd (ADL), the quality of life for 18,700 soldiers living and working in the garrisons across Salisbury Plain and at Aldershot is being significantly enhanced through the provision of modern, high-quality, fully maintained purpose-built living and working accommodation.
Together the MOD project team and ADL are managing the delivery of this modern and flexible environment, which is making a positive contribution to improved retention and recruitment rates. All key milestones have been met, and in just five years, nearly 400 new/refurbished buildings have been delivered and more than 7,200 soldiers now have their own single en suite bedrooms. Particularly impressive was the implementation of the Bulford masterplan which fundamentally changed the design and delivery plan affecting the entire camp, and the build programme for more than 100 buildings had to change. This required intensive detailed collaboration at all levels to ensure that soldiers were still accommodated and able to go about their daily lives, and without impacting unit moves.
This is not just a quick fix: everything will be maintained throughout the life of the contract, guaranteeing quality for the customer. The project encompasses a vast range of services, and demanding levels of performance have been set and are being met – 4717 Performance Indicators have been assessed since 2006; only 10 failures have been reported.
