Deputy prime minister Nick Clegg last week attacked the civil service as a "barrier" that prevents infrastructure projects from being delivered on time – but Civil Service World research into the three examples he cited as evidence has revealed that in all cases the delays were caused by problems in the private sector and were not the fault of civil servants.
