Delivering more public services online holds the promise of creating savings and improving outcomes. However, a significant proportion of the demographic groups which are most reliant on public services are, for a variety of reasons, not yet online. This seminar, sponsored by HP, will consider some of the challenges associated with using new technologies to deliver public services more efficiently, and explore the opportunities which might be exploited in the short and medium term.

This topic was recently given impetus in a speech at the Conservative party conference, Cabinet Office minister Francis Maude has signalled his enthusiasm for “channel shift” – moving services online – as a key element of the Efficiency & Reform Group’s (ERG’s) plans for the future of public services. He has commented that the civil service needs to: “Be creative. Be innovative. We need to move away from the assumption that all investments need to be in brand spanking new technologies. What can be reused? We need to do much more cheap and cheerful stuff.”
 
This half day seminar will address the political, technological and social challenges involved in channel shift.
