DIP Drug Testing and Finance Team: ‘From zero-based to service delivery’

The Offender-based Interventions Unit promotes and supports local approaches that target offenders, particularly those misusing drugs, prolific and other priority offenders.
Delivery of drug interventions at a local level is through 148 partnerships in England and four Regional Management Boards in Wales. Using an intensive case-management approach, these areas proactively manage offenders’ access to drug treatment and support to reduce drug-related crime.
The Drug Testing Team developed a new zero-based funding model to support this frontline delivery of the Drug Interventions Programme (DIP). This involves building a budget afresh and without historical data, as
the historic formula-based allocations (used since 2003) no longer matched resources to activity, or to the frontline needs.The scale of the project was challenging – the grant provides over £116m to partnerships across England and Wales, funding over 2,000 drug workers and the intensive case management of over 58,000 drug-misusing offenders per year. A previous review of DIP funding three years ago by an independent consultant failed to provide a new funding model.
Following extensive analysis and consultation, the DDT produced a model that is robust and defensible, which has achieved over £7m in savings, and has been widely accepted by partners.
