A new system of budget flexibility for devolved administrations was announced today. The governments of Scotland, Northern Ireland and Wales can now carry forward any money they do not spend in a year underneath an agreed cap.
This differs from Whitehall departments, which have to inform the Treasury in advance in order to carry over the funding.
The exact cap will have to be approaved by the parliaments of the devolved administrations.
Chief secretary to the Treasury, Danny Alexander said that the system "recognises the unique situation of the devolved administrations. This agreement will give devolved administrations greater flexibility and certainty, allowing them to plan their budgets more effectively."
