Head of civil service HR will leave Cabinet Office in the spring

Gill Rider,  head of the civil service capability group, has announced that she will leave the Cabinet Office in the spring.

Rider, who joined the civil service from the private sector in 2006, said in a statement that this spring would be a “natural point for me to move on”.

She said:  “By the spring we will have concluded the development phase of the Next Generation HR Programme. HR teams across departments have worked together to design and develop a solution that will improve professionalism and the quality of service and save money.

“Next Generation HR transforms the existing departmental model of HR delivery," she continued. "Instead of each department having its own full HR function there will be shared centres of expertise that will lead on HR  for the whole civil service. We are on track to introduce the programme in April and ultimately it will deliver anticipated savings of £300 million and a best in class staffing ratio of 1:100.

"I am very proud of all the energy and creativity that everyone in the HR profession has put into this work. As we conclude this development phase, it is a natural point for me to move on."

She added that it has been " a great privilege" to work in the civil service, and the change would be "even more timely" as she has just become President of the Chartered Institute of Personnel and Development.

Gus O’Donnell, Cabinet Secretary and Head of the Home Civil Service, said:  “Not only has Gill led some amazing work to transform the HR profession, she has seen through a transformation of the senior leadership of the civil service. The development of the Top 200, capability reviews and talent management programmes, such as SCS Basecamp, are just three examples of the impact she has made on the civil service.”
