The Scottish Government is reviewing supplements paid to 600 highly skilled civil servants.
Cutting the supplements, paid mostly to legal, IT or communications experts, could save up to £1.8 million a year.
Scotland on Sunday reports that staff in one government department have already had supplements scrapped, quoting an anonymous IT worker who said his take-home pay had been reduced by a quarter.
He said: "People might think civil servants deserve a pay cut, but they forget that we are ordinary people with families to feed and mortgages to pay."
The PCS public union will fight against the withdrawal of the payments, saying it could lead to an “exodus of staff”.
