Welcome

Welcome to the Public Value Programme (PVP) Forum. This forum has been set up for you, the PVP Champions, to share your experience and ideas in delivering value for money (VfM) savings to the public sector. The forum will allow you to share and discuss your thoughts and disseminate expertise amongst the VfM Champions community.

The forum provides a space for you to capture lessons that might cut across multiple reviews, suggest and seek advice on how different vfm approaches might be applied in different areas of government or exchange advice and experience.

Background to the Public Value Programme

The Public Value Programme (PVP) was launched at Budget 2008 as a series of joint reviews between departments and Treasury spending teams to identify scope to improve value for money across major areas of spending.  The PVP has already identified significant savings and in Budget 2009(1) it was announced that the PVP will be extended to cover a minimum of 50 per cent of each department's budget, with a particular focus on areas of spend that impact across departmental boundaries.  This will be a year-long process, reporting around Spring 2010, aiming to achieve transformational vfm savings.

Your role as VfM Champion

In July 2009, 15 senior professionals with experience of delivering transformational value for money savings were invited to join the Public Value Programme and become VFM Champions.  You will work in partnership with departments and the Treasury to share their expertise, share best practice and help drive out opportunities for further value for money savings.  VFM Panels provide advice and challenge to reviews from a neutral space and help join reviews up across departmental boundaries.
